email will not send outlook 2007

Unable to send email from Outlook 2007?

I am using Vista Basic with Outlook 2007. After following the instructions on Yahoo mail re POP3 set up instructions, i am unable to send mail but can recieve. have tested using another email provider and their POP3 settings work and i am able to send.Have removed outlook nad reinstalled but problem persists. No error messages are reported.
